- General Herbert B. Powell accepted the colors and command of the United States Continental Ary Command from his predecessor General Bruce C. Clarke. Moments earlier Powell was promoted to the rank of full general. In his new capacity General Powell is charged with direct supervision and direction over the six US continental armies and the MIlitary District of Washington. General Clarke was recently designated Commander-in-Chief, United States Army, Europe. Later this month he will go to his headquarters in Heidelberg, Germany.
