Lieutenant General Herbert B. Powell '26 smiles as he receives the four stars and the rank of a full general at Fort Monroe, Virginia. His wife, the former Beryl King '29 and General Bruce C. Clarke bestow the insignia of grade. General Powell launched his military career when he was 16. / February-March 1961 / Fort Monroe, Va. (1 October 1960), Lieutenant General Herbert B. Powell, formerly Commanding General, Third US Army, today received four stars and the rank of full general. The new insignia of grade was pinned on by Mrs. Powell and General Bruce C. Clarke whom General Powell succeeds as Commanding General, United States Continental Army Command. General Clarke was recently designated Commander-in-Chief, United States Army, Europe, with headquarters in Heidelberg, Germany.
