- A group of men, identified as being Chinese, protest on sidewalks surrounding a street. The men picket with signs that read, Remember the Panay and Bombs and shells are made from this scrap iron don't load it. Some of the men are dressed in aprons that have handwritten words on their surface. Two men stand in the middle of the street with an out-of-focus automobile visible beind them. The sidewalk is lined with streetlamps, utility poles and electric lines. In the foreground of the image is a partial view of the hood of another automobile.
