Jack Portland; river frontage detail; materials lab Jack Portland graduated from the Pacific Northwest College of Art in 1971 and has worked in a variety of media, most recently fresco. His interest in fresco comes from frequent trips to Italy and a summer fresco project he worked on at the Academic Caerit The Oregon Arts Commission has ten Regional Arts Councils that provide delivery of art services and information.
