This might be a war time bag (WWII) as leather was not available and alternative materials were used in the 1940s. There were also many bags using plastic cords, particularly phone cords as many women worked as phone operators. I saw many other examples online of bags with this similar design of the spiraling cord, but none with the plastic braided cord.
