Promoted to Major General, Robbins was involved in the Manhattan Project as the head of the Corps of Engineers Construction Division, with a deputy commander, General Leslie Groves (who ended up running the project to develop the atomic bomb). This photograph is a stock US Army portrait, and may have been used for OSC publications or ROTC department.
