John Scharff (left) was a founder of the E. R. Jackman Institute (later the E. R. Jackman Foundation) and was president of its board for the first fourteen years of its existence. He was manager of the Malheur National Wildlife Refuge from 1935 until his retirement in 1971. Giles French (second from left) was Editor and Publisher of the Sherman County Journal. Marion Weatherford (foreground, second from right) was a Gilliam County, Oregon wheat farmer.
