A man identified as Mark Moorhouse is riding a white horse, probably in a rodeo ring at the Pendleton, Oregon, Round-Up. Two flags are flying around the perimeter of the space, and a tree or two can be seen. The rider wears a high-crowned cowboy hat, a dark scarf or bandana with a disk-shaped clasp, a light shirt, and dark pants. His darker saddle, girth, and tapaderos are decorated with conchos and lighter-colored designs. Both hands are on the reins, and he also appears to be holding a megaphone or brush. Behind him to the left and right are two other riders, on dark horses, two men walking, and three men in a cluster, one of them gesturing broadly. Some of the men on foot may be rodeo clowns. It's unclear whether exhibition manager refers to rodeo exhibition or the the Major Moorhouse World Famous Indian exhibition at the 1913 Round-Up.
