The legislation directed the Western Water Policy Review Advisory Commission to advise the President, considering many specific facets of western water issues. This report was written on behalf of the Commission. The author, who worked 12 years as a lawyer for the Northwest Power Planning Council, has sought to objectively discuss legal and economic issues about salmon recovery for the Columbia Basin.
