In August 1918, he was promoted to temporary Brigadier General and given command of a Brigade in the 90th Infantry Division, which he led in the St. Mihiel and Meuse-Argonne operations. He also commanded in occupation duty in Germany until June 1919.

Promoted to Major General, Robbins was involved in the Manhattan Project as the head of the Corps of Engineers Construction Division, with a deputy commander, General Leslie Groves (who ended up running the project to develop the atomic bomb).
