According to the Morning Oregonian, January 4, 1904, this was Portland's first steel frame buidling without any lateral supports. This article also identifies Richard Martin as the architect, a recent discovery by Ed Teague (2011). The building underwent a major alteration by Newberrty & Schuette in 1970.
