The building was constructed according to the designs of Samuel R. Haworth. In the 1900, 1910, and 1920 U. S. censuses, Haworth is listed as a contractor living in La Grande, Oregon. In the 1930 census, he and his wife Elizabeth are listed as managers of an apartment house on East Belmont Street, Portland. This image was included in the documentation to support a nomination to the National Register of Historic Places, a program of the National Park Service.
